Electricity VAT Cut to 0%: What It Means for UK Charities and Housing Associations

Energy costs remain one of the largest overheads for British charities and housing providers. Following the government’s legislation introducing a temporary zero rate of VAT on qualifying domestic and non-business electricity supplies in Britain, many organisations have a major opportunity to cut their energy costs.

If your charity or housing association is still paying the standard 20% business VAT rate on electricity bills, you could be missing out on an immediate zero-rating as well as substantial retrospective refunds.

The VAT Rate Change

Standard commercial energy comes with a 20% VAT rate, with organisations that use less than 1,000KWh/month paying a reduced rate of 5%. Under revised VAT rules, supplies that meet the qualifying 5% threshold are now cut to 0% VAT across England, Scotland, and Wales.

These changes are for electricity only – gas retains the 5% VAT rate – and should be automatically applied by suppliers. However, this is only the case for accounts where the correct VAT rate is already applied to the account. In order for this to happen, a VAT declaration certificate needs to be sent to the supplier.

Does Your Organisation Qualify?

Charities and registered housing associations do not qualify automatically by status alone. Their eligibility depends on how the electricity is used at each meter.

Sites qualify for 0% electricity VAT if they meet any of the following criteria:

  1. Charitable Non-Business Activities: Electricity is used for non-commercial charitable purposes e.g. advice centres, community halls, head offices, and day support facilities.
  2. Residential & Communal Accommodation: Housing association schemes, communal landlord supplies, sheltered housing, care homes, and hospices qualify as domestic or relevant residential use.
  3. De Minimis Thresholds (Low Usage): Small offices or remote units consuming an average of no more than 33 kWh per day (or 1,000 kWh per month) are legally deemed domestic and qualify for 0% VAT regardless of commercial status. These rates should be applied automatically by the supplier.

There is a 60% rule for meters where there is a mixed use of business and non-business activities. If at least 60% of electricity through a single meter is used for qualifying non-business or residential purposes, the entire bill is zero-rated.

Additionally, qualifying supplies are legally exempt from the Climate Change Levy (CCL), further reducing energy costs.

When To Review Your VAT rate

Energy suppliers process bills based on default assumptions. If you have moved premises, added communal meters, switched supplier, or never submitted a formal VAT declaration certificate, you are likely being billed at 20% plus CCL.

Under HMRC guidelines, organisations can reclaim overpaid VAT and CCL going back up to four years. This can often lead to five-figure rebates for multi-site housing associations and active charitable trusts.
